There are thousands of dogs suffering in commercial kennels across Pennsylvania. These dogs are kept in small cages for their entire lives. They freeze in the winter and swelter in the summer. They are bred twice a year from the time they are only six months old until they die. They never get out of the cages. They never have a bed, a blanket, a toy or a treat. No one ever loves them. Imagine putting a puppy in a cage and keeping him there for years. This is cruelty by any standard. Their only relief is death. Some of the dogs are debarked by ramming a metal rod down their throats to rupture their vocal cords. This disgusting industry of misery has proliferated in Pennsylvania causing Pennsylvania to be known as one of the seven puppy mill states in the country - the Puppy Mill Capital of the East Coast. This is profoundly embarrassing and shameful to the people of this commonwealth.

The regulations that govern commercial kennels are currently being rewritten by the Department of Agriculture under the guidance of Governor Rendell. The draft regulations do not provide adequate protection for the dogs. They need to be revised to ensure that every commercial kennel has heat and air conditioning, adequate cage sizes and breeding restrictions.
