FINALLY!!

Governor Rendell promised us three years ago that he would take steps to protect the dogs. It's taken three years and thousands of emails but now there are changes coming.

Now is the time for action. Time is critical. The dogs need your voice now.

On February 2, 2005 the Coalition Against Misery submitted draft regulations to the Governor of Pennsylvania asking for increased protection for dogs in commercial kennels. Thousands of people emailed state officials asking for new regulations. Finally, the Department of Agriculture issued a draft of new regulations covering commercial dog kennels. While there are a few provisions that are improved in the draft regulations particularly in the areas of sanitation and drainage, the sections pertaining to temperature control, cage size and breeding conditions were not adequately addressed. The Coalition Against Misery has reviewed the draft regulations and provided comments to the Governor.

There are hundreds of kennels in Pennsylvania, housing thousands of dogs, that do not have heat. The dogs are held for their entire lives in small cages. And they are bred from the time they are six months old, twice a year until they die. This is cruelty by any standard. The regulations need to be modified to protect the dogs.

Time is very critical. The regulations are rarely updated - the last time was 1996 - so we must make every effort to insure that the new regulations significantly improve the conditions for the dogs and put the bad breeders out of business.

Please take steps to insure that the comments have been submitted by the Coalition Against Misery are incorporated into the regulations. Please help insure that the dogs have:

- heat and air conditioning

- adequate cage sizes

- and that proper breeding restrictions are adopted.

We have created a multifacted plan to deliver the message to the Pennsylvania officials. If you can only do one thing, great. If you can do more, wonderful.

But now is the time. Please take the time to make your position known.

5. Email the Pennsylvania House Health and Human Services Committee, and the Senate Consumer Protection and Professional Licensure Committee

6. Pennsylvania Residents - contact your Senate and House Representative.

7. Send a letter to the Editor of a Pennsylvania Newspaper.

8. Email Pennsylvania Tourist Attractions.

9. Run an ad in the Pennsylvania Newspaper.

10. Spread the word with flyers.

11. Put up a billboard in Pennsylvania, Delaware or New Jersey.
